The first session of the Verkhovna Rada of Ukraine of the 9th convocation was held

On August 29, the first session of the Verkhovna Rada of Ukraine of the 9th convocation was held.

Deputies registered the parliamentary factions: “«Servant of the People» (254 deputies), “Opposition Platform - For Life” (44 deputies), «European Solidarity» (27 deputies), «Fatherland» (25 deputies of deputies) and «Voice» (17 deputies). The deputy group «For the Future» was also created, which included 23 people’s deputies.

Its should be noted, «Servant of the people» will act as a coalition, since it includes most of the people’s deputies from the constitutional composition of the parliament.

The post of chairman of the parliament was taken by Dmytro Razumkov. People’s deputies elected Ruslan Stefanchuk as his first deputy and Elena Kondratyuk as his deputy.

Also, deputies approved the list, quantitative composition and subjects of reference of parliamentary committees. There are 23 committees in the Verkhovna Rada.

The next, second session of the VR of the ninth convocation will begin on Tuesday, September 3.

The Verkhovna Rada agreed on the composition of the new Cabinet of Ministers of Ukraine

On August 29, 2019, the Verkhovna Rada agreed on the candidacy of Olexiy Honcharuk for the post of the new Prime Minister of Ukraine. Deputies also approved the new composition of the government.

It is worth noting that the government was formed by the President of Ukraine Volodymyr Zelenskyy, who personally conducted interviews with candidates.

The new government will have 15 ministries, as opposed to 19 ministries in the previous Cabinet of Volodymyr Hroysman. There are 17 ministers in the government, not 25 as before: the post of first deputy prime minister has been eliminated and the number of posts of deputy prime ministers has been reduced from 6 to 2.

The ministries have been reformatted. For example, the Ministry of Agrarian Policy and Food of Ukraine was outsourced to the Ministry of Economic Development and Trade of Ukraine.

The Ministry of Ecology and Natural Resources is now merged with the Ministry of Energy and Coal Industry, as well as the Ministry of Culture, the Ministry of Information Policy and the Ministry of Youth and Sport.

New Prosecutor General and Head of Security Service of Ukraine were appointed

On August 29, 2019, President of Ukraine Volodymyr Zelenskyy signed a Decree appointing Ruslan Ryaboshapka as Prosecutor General. Нe replaced Yuriy Lutsenko in this position.

Before this, Ryaboshapko’s candidacy was approved by the people’s deputies.

It should be noted that Ryaboshapka is a former Deputy Minister of Justice of Ukraine (since March 19, 2014), a member of the National Agency for the Prevention of Corruption (from March 16, 2016 - June 9, 2017). On May 21, 2019 he took the post of Deputy Head of the President’s Office and was responsible for the legal block and the President’s relations with the courts.

The Verkhovna Rada also approved the candidacy of Ukrainian businessman Ivan Bakanov for the post of head of the Security Service of Ukraine. Previously, this position was held by Vasily Gritsak.

The bill on the removal of parliamentary immunity passed the first vote in Parliament

The Verkhovna Rada adopted Decree No. 1095 on the preliminary approval of the draft Law «On Amending Article 80 of the Constitution of Ukraine (regarding the inviolability of people's deputies of Ukraine)» № 7203, introduced by President Petro Poroshenko in 2017.

The draft removes two paragraphs of Article 80 of the Constitution of Ukraine, which stipulate the inviolability of people’s deputies of Ukraine, namely: «People’s deputies of Ukraine are guaranteed parliamentary immunity» and «People’s deputies of Ukraine cannot be prosecuted, detained or arrested without the consent of the Verkhovna Rada of Ukraine».

The new version of this article of the Constitution is proposed as follows: «Article 80. People’s deputies of Ukraine are not legally liable for the results of voting or statements in parliament and its bodies, with the exception of liability for insult or slander».

It should be noted that the procedure for amending the Constitution provides for voting at two sessions. In the first reading, the bill should be approved by a majority (226 deputies). And at one of the next regular sessions, at least 300 deputies should support it.

66 bills will be considered in reduced time

President of Ukraine Volodymyr Zelenskyy sent a letter to the Chairman of the Verkhovna Rada of Ukraine Dmytro Razumkov on the determination of 66 draft laws as urgent.

The president has this right in accordance with the second part of Article 93 of the Constitution of Ukraine.

On August 30, 2019, people’s deputies allowed an accelerated procedure for considering these projects.

The texts of the draft laws will be made public when they are submitted to the committees for consideration.

19 of 66 projects submitted by Volodymyr Zelenskyy. Among them are projects on the Supreme Anti-Corruption Court, on amendments to Articles 76 and 77 of the Constitution of Ukraine regarding the reduction of the constitutional composition of the Verkhovna Rada of Ukraine and the establishment of a proportional electoral system, on amendments to Article 93 of the Constitution of Ukraine regarding the legislative initiative of the people, on amendments to the Constitution of Ukraine on the abolition of the advocate monopoly and on the impeachment of the president.

The meeting of judges of the High Anti-Corruption Court will be held on September 3

On September 3, 2019, a meeting of judges of the High Anti-Corruption Court and the Appeal Chamber will be held.

During the meeting of the Court's judges, members of the housing commission of the court will be selected. They will approve the communication strategy and principles of using the automated workflow system.

The meeting will also select delegates to the congress of judges of Ukraine, establish the duty of investigative judges on weekends, non-working days and holidays and determine the abbreviation of the Anti-Corruption Court in Ukrainian and English.

On the agenda of the Appeals Chamber’s meeting are: the principles of using an automated document management system, the procedure for conducting paperwork and the procedure for coordinating the use of budget funds provided for the maintenance of an institution.

The High Anti-Corruption Court is due to start work on September 5, 2019.
